The incumbent will oversee the global framework for detecting, assessing, and responding to operational, technology, and control issues across the organization. The ideal candidate will have deep expertise in financial services, proven leadership in managing large-scale issue management, controls, elevating 1LOD risk program effectiveness with the ability to collaborate across business units, technology teams, and regulators. This Senior Director, Global Risk – Control Programs reports on an interim basis to the PayPal EVP, Global Chief Risk Officer.<br><br>Global Risk Management is a high impact enablement function driving PayPal’s global success and is comprised of 1LOD Functions (Credit, Fraud Prevention, Financial Crimes/Anti-Money Laundering, Physical Security, Government Relations, Incident Management + Resiliency, and Functional Product Enablement). In addition, the independent function has prudential risk management 2LOD Oversight functions (Enterprise Risk, Compliance, Regulatory Affairs, Global Entity Management).<br><br>Business Risk and Controls Management Overview<br><br>PayPal serves hundreds of millions of consumers and tens of millions of merchants in 200+ markets around the world. Ensuring being ‘always on’ for them means effective and proactive identification of controls to mitigate issues that turn into incidents across our Technology, Business Operations, Partnership Ecosystems. Building a culture of balancing risk and reward takes every team member operating as Risk Manager. This leader will have a critical role defining cultural change, alignment with 2LOD governance programs, and executing on implementing a ‘heightened standards’ issue management program across all global 1LOD teams. Risk based controls that are embedded-by-design, systemic, preventive, and leverage real-time anomaly detection to drive rapid time-to-identification are essential along with effective control design and testing. Build organizational awareness and toolset to understand risk-appetite, effective RCSA/Risk Control Self-Assessments, and strong-linkage between risk taking and accountability. Define strong PayPal Group Controls and Issue Management programs that have linkage to global regulated entity programs drive consistent controls taxonomy, accountability, and effective management of risk taking activity.<br><br>This leader will work closely with our Incident Management + Resiliency and Technology Leadership to implement critical programmatic investments that <em>Strengthen the Core of PayPal</em> and ensure every day we are ever better… ,advancing readiness, resiliency, and control program effectiveness that is consistent with the scale, maturity, and balanced risk-taking activities. In areas in which opportunities are identified, appropriate CAP/Corrective Action Plan issue management program linkage should create clear accountability for timely, risk-based, remediation. Incumbent will own and oversee PayPal Group – Business Risk and Controls / Issue Management Forum to create consistent elevation, awareness, and accountability of issue owners to CEO Staff of CAP/Corrective Action Plans, timeliness of identification, and remediation effectiveness.<br><br>Key Responsibilities<br><br><ul><li>Effective 24/7 Global Integration – Lead functional always-on controls readiness in times of incidents to engage stakeholders, business/functional leaders, external partners, Risk Operating Center, and Technology Command Center. </li><li>Team Leadership - Build, mentor, and lead a high-performing global program team that supports integrated business risk and controls leads and issue management professionals while fostering a culture of accountability, resilience, and continuous improvement. </li><li>Technical Innovation - Drive adoption of advanced controls detection, monitoring, and response technologies, including AI-driven analytics and automation while partnering with cybersecurity, IT operations, and business continuity leaders to strengthen resilience and recovery capabilities. </li><li>Client Support & Enablement – Be a strong 1LOD coach, supporting, educating, and maintaining a "client first" mentality, prioritizing resiliency, reliability and stability of core PayPal business and technology services to ensure resiliency across our global network. </li><li>Process Development - Develop, implement, and continuously improve 1LOD issue management processes, policies, and procedures. Establish comprehensive RCSA/Risk Control Self-Assessment, control design effectiveness, and control testing programs. </li><li>Stakeholder Communication - Serve as the primary point of contact for controls and issue management communications, ensuring timely and accurate updates to stakeholders, including senior leadership and external counterparts (prudential regulators, clients, etc.) </li><li>Training and Awareness - Develop and deliver 1LOD training programs to enhance controls effectiveness and issue management capabilities across the organization. </li><li>Metrics and Reporting - Establish key performance indicators (KPIs) for Business Risk and Controls and generate visibility to track controls effectiveness and issue management performance and identify areas for improvement. </li><li>Always Regulatory Ready - Strong regulatory awareness of evolving operational resiliency mandates and insight on critical processes Recovery Time Objectives to ensure ongoing compliance. </li><li>Business Resiliency - Ensure post-incident remediation activities are linked to CAP/Corrective Action Plans which are completed in a timely and holistic manner. <br><br><br></li></ul><strong>Qualifications<br></strong><ul><li>15+ years of global risk management, financial services, and data science with relevant experience in a large-scale, heavily matrixed, high-growth financial services/bank entity. </li><li>15+ years of experience in controls, issue management or a related field, with at least 7 years of that experience serving in senior leadership roles. </li><li>Demonstrated leadership and effective communication with Board of Directors of financial institutions, including navigating risk assessment and operational resiliency. </li><li>Strong technical knowledge of IT infrastructure, cybersecurity, and enterprise operations. </li><li>Excellent communication and interpersonal skills, with the ability to influence and collaborate effectively across all levels of the organization. </li><li>Expertise in enterprise risk management, crisis communication, regulatory engagement, and executive stakeholder management. </li><li>Strong background in financial services with a deep understanding of regulatory and operational resilience requirements. </li><li>Proven track record of managing large-scale, complex risk management programs in a global, high-pressure environment. </li><li>Demonstrated learning agility and passion for taking on new challenges and executing with high velocity. </li><li>Global/domestic travel (~10%). </li><li>Prefer: Master’s degree in Business, Risk, Cybersecurity, or related field preferred. </li><li>Prefer: Relevant certifications (e.g., CISSP, CISM, CISA, CBCP, PMP). </li><li>Prefer: Extensive and credible experience in regulated entities (i.e.: CSSF/Commission de Surveillance du Secteur Financier, FCA/Financial Conduct Authority, MAS/Monetary Authority of Singapore, OCC/Office of Comptroller of Currency, U.S. Federal Reserve, and/or FDIC supervised entities). <br><br><br></li></ul>PayPal does not charge candidates any fees for courses, applications, resume reviews, interviews, background checks, or onboarding.
